Isn't it amazing how difficult this question is to a politician? Why not try removing onerous regulations and then try downsizing?

• Repeal Obamacare
• Repeal Dodd - Frank
• Repeal Sarbanes Oxley
• Eliminate all social engineering legislation and regulations
• Eliminate the Department of Education and return schools to local and state control.
• Transfer the Atomic Energy Commission to the Dept of the Interior and eliminate the Department of Energy.
• Transfer the air/water monitoring responsibility from the EPA to the Dept of the Interior and eliminate the EPA and all its regulations.
• Eliminate all grants and subsidies.
• Eliminate foreign aid except military aid to allies
• Eliminate the National Endowment for the Arts and similar fine arts programs.
• Eliminate all funding of any and all communications media.
• Sell the assets of Fannie Mae and Freddie Mac and get out of the mortgage business.
• Make it illegal for federally funded programs to contribute to political campaigns.
• Prosecute those responsible for Fannie Mae and Freddie Mac underreporting of reserves and recover bonuses from that period.
• Secure the border and get a handle on who is in this country.
• Raise the retirement age for those persons born after 1957 to 70 years of age to receive full Social Security benefits. Transition those born after 1975 to a funded 401K Retirement Program consistent with similar programs in private industry.  Let them then retire whenever they want. 
• Transfer the obligations for all federal pensions into the Social Security program. Make federal workers a part of that program.
• Transfer all Congressional pension plans into the Social Security program. They designed it. They must like it. Make Congress a participant in their own 401K type program.
• Begin to privatize Medicare and Social Security. Sell the cream of the Medicare pools to insurance companies and transfer those obligations to insurance companies.  Those persons from that point forth will remit premiums to these insurance companies.  Reduce Medicare to an insurance program for those who do not qualify and cannot gain acceptance to a private pool.  Transition this to the states for both funding and control.
• Sell federal lands recently grabbed in the West to American citizens.  Require proof.  
• Remove regulations that prevent drilling and exploration for energy regardless of location.
• Enact a bill that only allows changes to tax rates and tax laws in years divisible by 10.  Allow for emergencies in other periods but require a super majority of 2/3 in both houses to pass tax legislation during these periods.   
• Repeal all Executive Orders and require the administration to review them one by one to determine whether any should be legislated.
• Downsize the government.  Divide the federal employees into groups A and B.

Class A would include employees who consistently place themselves in harm's way. This would include the military, border patrol agents, ATF agents, some FBI, some CIA, prison guards, and others as can be determined.

Class B would be the remainder of federal employees.  Cut the full time equivalent employees in class B by 25%.  Decrease the pay and pay grades of all remaining class B employees by 20%.

• Require future Congressional junkets regardless of origin and destination to pay for their own booze and to serve meals as provided by airline service carriers equivalent to meals served on commercial airlines.  Require an accounting for previous Congressional alcohol consumption and require the Congressmen and women to declare that expenditure as income in 2011.
• Cut Congressional foreign travel by 75%.
• Cut Congressional Staff by 25%.
• Cut White House, Congress and Supreme Court salaries by 20%.
• Cut White House staff by 25%.  Eliminate all czars and policy makers not confirmed by the Senate.
• Restore all non payroll budget levels to 2008 levels.
• Eliminate all green energy subsidies - if it has value private industry will support it.
• Remove the south fence at the White House. Until we get a south fence in Arizona, New Mexico, California and Texas there is no obvious need for the White house to have one either.
• Provide that any revenues collected in excess of those anticipated shall be used to retire debt and for no other purpose.
